Is there any strategy to choosing between two choices once some have been opened already?
I've been mailed plenty of these over the years and don't remember ever getting one with a lopsided outcome 4-0. It's usually been 2-2 or 3-1 obviously.
For those who are unaware, you'll be promised at least x, up to $5000 or $10000, and the other will be higher than x by some. So often say either $25 or $35.
I'm thinking to shoot for guessing the final distribution will be 2-2 if you've already seen 2-0 or 2-1.

I have noticed over the last 5 or so from the Meadows that the higher amount has been on the opposite side. I have suspected that they do this on purpose but if you have large amount it would be on the same side as the previous higher amount.

Tough call. That certainly would be diabolical hiding the big one like that. I do make an assumption there aren't any shut outs but this could be wrong and I don't know it yet. The odds should be 1/8 of seeing one and I probably should have unless I have and forgotten.

I'd hope, for their sake, that each one is independent of the others, and is a coin flip (I assume that there is one good prize, and one crappy prize (or nothing), in each pair?)

If you're guaranteed $10, you'll get $10 or $15 usually. $25, $25 or $35 usually. For the longest time, you could see through them with flashlights in dark rooms, but no longer. I'm guessing a big prize doesn't wind up guaranteed on both since they no longer show you what the other window was.
I don't think in Pennsylvania at least the pull tabs are 50/50 independent propositions because I've never seen a mailer all be top/bottom or left to right. Some months have 5 weeks making the odds different, but still have yet to see what I refer to a shut out.

I've found that the scratch offs can sometimes be seen with a powerful light, or by how the silver foil stuff sometimes sticks differently to the ink.

Some people open them from the back and glue them back together. Or put them in the microwave a few seconds, melt the glue, peek, and tap back together. You could easily ruin them, burn them, either method, I dont recommend taking a chance. Maybe worth it if the casino guarantees your minimum, but maybe not.

Sadly, this promotion is over. Probably for good as this casino has went to virtual pull tabs redeemed at a kiosk. The trick was to use a strong flashlight, think mini mag-lite or even better tactical light with a small beam.
Take pull tabs to a dark room with a mirror. Our guest bathroom worked great, shine light directly to the back of the pull tab in front of the mirror. the image of the amount of free play showed in the mirror.
I would mark which side left or right that had the higher amount, with a small piece of sticky note. Had to remember to remove sticky note right before handing the pull tab to the boothling. This trick, over the years that this promotion ran added thousands to our free play. Never ruined one by doing this.
