I'd hope, for their sake, that each one is independent of the others, and is a coin flip (I assume that there is one good prize, and one crappy prize (or nothing), in each pair?)
I don't think in Pennsylvania at least the pull tabs are 50/50 independent propositions because I've never seen a mailer all be top/bottom or left to right. Some months have 5 weeks making the odds different, but still have yet to see what I refer to a shut out.

Some people open them from the back and glue them back together. Or put them in the microwave a few seconds, melt the glue, peek, and tap back together. You could easily ruin them, burn them, either method, I dont recommend taking a chance. Maybe worth it if the casino guarantees your minimum, but maybe not.
Sadly, this promotion is over. Probably for good as this casino has went to virtual pull tabs redeemed at a kiosk. The trick was to use a strong flashlight, think mini mag-lite or even better tactical light with a small beam.
Take pull tabs to a dark room with a mirror. Our guest bathroom worked great, shine light directly to the back of the pull tab in front of the mirror. the image of the amount of free play showed in the mirror.
I would mark which side left or right that had the higher amount, with a small piece of sticky note. Had to remember to remove sticky note right before handing the pull tab to the boothling. This trick, over the years that this promotion ran added thousands to our free play. Never ruined one by doing this.
